Why Premises Identification?
 

Premises identification is a critical element for an effective emergency response resulting from a natural disaster, food safety concern or plant/animal disease outbreak. It is also a building block for a number of business applications such as livestock and crop traceability, emergency and recall management and food quality systems.

Why should you care? Infectious animal and plant diseases can have a devastating economic effect as a result of loss of animals or crops and the potential continuing loss of market access. In many cases, the financial cost of recovering an agricultural sectors reputation can be greater than the costs of eradicating the disease.

 
Benefits to the Farm Industry
 

For the agri-food sector, some of the benefits of a premises registry are:

  • Speedy tracing of the location of suspect materials or commodities to their sources in an emergency
  • Enhanced confidence in the safety of the food supply
  • Mitigation of risk from loss of jobs in agri-food and related sectors of the economy
  • Increased protection from potential lost revenues
  • Clear identification of premises regarding assistance in case of a natural disaster

    Benefits to the Producer
     

    For the producer, benefits may include, among others:

  • Strengthened customer confidence in food safety
  • Improved international trade and trade relations
  • Improved market access
  • Reduced producer losses arising from disease and loss of profits from direct sales

    OnTrace and its partners believe the Ontario agricultural sector and the provincial government must work together in their commitment to a safe food supply for Ontario.

    OnTrace Agri-food Traceability was created in March 2006 as a not-for-profit corporation. Its mandate is to lead agriculture and agri-food traceability programs and initiatives in the province of Ontario. OnTrace is focused on delivering information in support of food traceability in response to two key drivers:

  • To strengthen the province's capacity to plan for and respond to emergency situations
  • To capitalize on innovative business opportunities where verifiable information can help support label claims, accelerate market access, and raise supply chain efficiencies

    The Ontario Traceability taskforce
     

    Ontario industry and government representatives came together in 2004 for the On-Farm Food Safety Strategy initiative. They created five working groups . Recommendations from Working Group 5, Traceability, supported the creation of a taskforce to:

  • Champion and provide leadership to the development and implementation of a traceability framework for the agriculture sector (one forward/one backward including all intermediary steps between inputs, production and processing) in Ontario; and
  • Co-ordinate with other national, provincial and commodity initiatives

    The Ontario Traceability Taskforce arose out of these recommendations. That taskforce in turn was the impetus for establishing OnTrace, an industry/government collaboration. OnTrace and its constituents are initially focused on developing a Premises ID registry for Ontario. The resulting activities of the company include:

  • A business needs analysis for emergency planning and response (through interviews with key industry stakeholders, service providers and government);
  • Consultation on business models and solution architecture through cross-commodity consultative process;
  • Communications to support objectives, solicit input, improve awareness and understanding of OnTrace, its goals and objectives;
  • Assessment of technological options and design of a pilot for the OAPR
